Yes, deliberately. Publishing an incomplete blend stops to show what is missing, and lists it only if you then choose to publish anyway. A private blend can be saved half-built for as long as you like.

Keep a blend private and it is supply for your own route groups and dialer campaigns. Publish it and it becomes a listing that buyers purchase; your own switch customers are never routed over your public listings.
Use Test blend. It places a caller ID test through each member route to an opted-in handset in that route's destination country, and the results line up member by member within 24 hours. If no handset is online in the country, the test is refused up front and nothing is charged, and a leg nobody reports on closes as not tested. Supplier trunks in the blend are not tested.
